Article 311(1) in The Constitution Of India states that

(1) No person who is a member of a civil service of the Union or an all India service or a civil service of a State or holds a civil post under the Union or a State shall be dismissed or removed by an authority subordinate to that by which he was appointed

Since president appoints the personnel in All India services (IAS, IPS, IFoS), he is the only competent authority to remove or dismiss them.

However, President in our system acts only on the advice of the Council of Ministers based on certain procedures framed by the Government of India. For example, even though President of India is the appointing authority for IAS, but he just can’t pick up anyone and appoint him as an IAS officer. He can appoint only when the appointment list is send by the Government, which is based on the recommendation made by UPSC.
