Armed Forces personnel have Fundamental rights which every citizen has. But Constitution(Under Article 33) has empowered Parliament to restrict any of the Fundamental Right, so as to enable effective discharge of duty. So not all but few fundamental rights are unavailable to them

During a national emergency, many Fundamental Rights of Indian citizens can be suspended. The six freedoms under Right to Freedom are automatically suspended. By contrast, the Right to Life and Personal Liberty cannot be suspended according to the original Constitution, even during the state of emergency.

The Supreme Court has ruled that all provisions of the Constitution, including fundamental rights can be amended. However, the Parliament cannot alter the basic structure of the constitution.
