With reference to the Jan Shikshan Sansthans (JSS), recently in news, consider the following statements:
1. JSSs are vocational education publicprivate partnership units, operating under the aegis of the Ministry of Human Resource Development.
2. JSSs cater to the vocational education needs of non-literates, neo literates, SCs, STs, girls, minorities, urban slum dwellers and migrant workers.
3. Its courses are in compliance with the National Skill Qualification Framework.
Which of the statement(s) given above is/are correct?
1 only
1 and 2 only
2 and 3 only
All of the above
Explanation: Jan Shikshan Sansthans (JSS) formerly known as Shramik Vidyapeeth were established to provide vocational training and Life Enrichment Education, initially to industrial workers and urban slum dwellers and later to neo literates, non literates, SCs, STs, girls, minorities, migrant workers also. The JSSs are functioning under the public private partnership mode (NGOs) with annual lump sum grants from the Government of India. After the launch of National Skill Development Mission in 2015, the scheme of JSS was consequently transferred from Ministry of Human Resource Development to Ministry of Skill Development and Entrepreneurship. Hence, statement 1 is incorrect and statement 2 is correct. In order to enjoy a considerable degree of autonomy, JSSs are required to be registered under the Societies Registration Act, 1860 and the administrative and financial affairs of the JSSs are managed by the respective Boards of Management. Recently MSDE waived off fee for SC/ST candidates. JSSs link literacy with vocational skills that have a market in the region of their establishment. They also provide Life Enrichment Education (soft skills, hygiene and sanitation awareness) to people and aim for convergence with other stakeholders in the society. Their courses are compliant with the National Skill qualification Framework. Hence, statement 3 is correct.
