Explanation: cVIGIL is a mobile application launched by Election Commission in 2018, which citizens can use to confidentially report violation of Model Code of Conduct. With this technological innovation, there will be no need for the citizen to rush to the office of Returning Officer to file MCC violation complaints. Vigilant citizens can also track their complaint and receive follow up updates. MCC is observed voluntarily by contesting candidates and registered parties. Hence, statement 1 is incorrect. Election Commission mooted the idea of EVM in 1977 to overcome problems associated with the use of ballot system.
