Which of the following device(s) has/have developed by conventions and practices without having any specific sanction of the rulebook?
Zero Hour
Question hour
Both (a) and (b)
None of the above
Explanation: Generally, the first hour of a sitting of Lok Sabha is devoted to Questions and that hour is called the Question Hour. It has a special significance in the proceedings of Parliament. Apart from the Question Hour, Parliament allocates additional time slot for the members to discuss issues. Although it’s not recognized in our parliamentary procedure, ‘Zero Hour’ has now become a norm in both the houses of Parliament. Unlike the question hour, the zero hour is not mentioned in the Rules of Procedure. Thus it is an informal device, developed by conventions and practices, available to the members of the Parliament to raise matters without any prior notice.
