Context: Recently, four Chief Justices and six judges of High Courts were transferred. 
About Appointment of judges in High courts

• Article 217 contains provisions related to qualifications and appointment of judges in High Courts.

Provisions are
Qualification

• The person appointed must be a citizen of India.
• Should have held a judicial office in the territory of India for at least ten years.
• Should have been an advocate in the High Court for at least ten years.

Appointment
Appointed only by the warrant of the President and his seal after consulting-

• The Chief Justice of India.
• Collegium of two senior-most judges of the Supreme Court.
• The Governor of the State.
• In case of appointment of other judges, consultation of the Chief Justice of the High Court is also required.

Tenure

• The person can hold the office as a judge until attaining sixty-two years old.

Oath

• According to Article-219, the judge appointed must take oath before the Governor of the state as per mentioned in the Third Schedule.

About Transfer of Judges in High Courts

• Article 222 of the Constitution of India provides the transfer of Judges and Chief Justice of High Courts from one High Court to another.

The transfer must be made by President only after consulting:

• The Chief Justice of India.
• Collegium of four senior-most judges of the Supreme Court.
• Both the Chief Justices of transferring and receiving courts.
