Context: India have decided to transfer one of its kilo-class submarines named INS Sindhuvir to the Myanmar Navy. This is a significant step as Myanmar Navy would be getting its first ever submarine.
Key Points

• The decision was taken to take forward the India’s commitment to building capacities and self-reliance in the neighbouring countries.
• The decision also comply with India’s vision of Security and Growth for All in the Region (SAGAR) policy.
• The transfer of the Indian Naval Ship was taken in the aftermath of visit of Army Chief General MM Naravane and Foreign secretary Harsh Vardhan Shringla to Myanmar during first week of October 2020.
• India had also agreed to supply artillery guns, bullet-proof jackets, tanks and other such equipment to Myanmar’s military.
• INS Sindhuvir is equipped with a wide range of weapons and sensors. These advanced weapons enables it to participate in various exercises.

About INS Sindhuvir

• The submarine was purchased from the Soviet Union in the 1980s and has undergone modernisation at the Hindustan Shipyard Limited (HSL) in Vizag.
• It belongs to a class of diesel-electric attack submarines built by the Soviet Union during the Cold War years.
• Apart from that, the Soviet Union exported around 40 kilo-class submarines to countries including Russia, India, China, Poland, Algeria, India, Iran, Russia, Romania, and Vietnam.
• Currently, India have 10 Kilo-class submarines called as Sindhughosh class. These submarines have displacement of 3,000 tonnes and top speed of 18 knots. 
• The submarines can dive up to the depth of 300 meters. Single submarine can operate for 45 days with crew of 53.

Security and Growth for All in the Region (SAGAR) Doctrine

• SAGAR Doctrine was outlined by Indian Prime Minister in 2015 (and unveiled by India in 2016) underlining the growing salience of the Indian Ocean and global maritime commons in India’s strategic calculus.
• It advocates for intensifying cooperation among navies and maritime agencies of the world to engineer virtuous cycles of cooperation.
• It is a maritime initiative which gives priority to Indian Ocean region for ensuring peace, stability and prosperity of India in Indian Ocean region.
• It approaches significant importance while India playing the role of a security provider for the entire Indian Region.
