Despite the fact that almost all the mineral wealth is found in Southeast Asia, heavy industry is little developed. 

1. Most of these countries were under colonial powers who did not want industry to develop.

2. Coal and iron ore have not been found in the same country.

3. Government policy which discouraged the development of heavy industry

4. Market within and outside the country was lacking.
