The British had promised the Muslims of India that Turkey would be given sympathetic treatment after the war; but their failure to do so led to the All-India Khilafat Conference at Delhi in November 1919. Muslim clerics in India considered the Sultan of Turkey the Khalif (Caliph) or spiritual head of Islam, and they were concerned that he would lose sovereignty over their holy places of Mecca and Medina.
