The Indian National Congress supported the British in the First World War because the Congress leaders hoped that as a consequence of this effort India would get the status of a self- governing dominion under the British throne.
Tilak set up his Home rule league at Bombay in April 1916.
Moderates didnot enjoy an extensive mass base in national movement, because they were aloof from problems of common man. They didnot share the same interests as masses. Instead, moderates were a body of educated middle class. Masses were mobilised under leadership of Gandhiji.
Tilak through his efforts in swadeshi movement and home rule league also strived to mobilise masses. But it was Gandhiji who stirred up people throughout India and gave movement a national character.
