Adopting the National Flag: The Constituent Assembly did adopt the national flag. On July 22, 1947, the Assembly adopted the tricolor as the National Flag of India.
Declaring the National Anthem: The Constituent Assembly also played a role in the declaration of the National Anthem. "Jana Gana Mana" was adopted as the National Anthem of India by the Constituent Assembly on January 24, 1950.
Ratifying the decision in regard to the membership of the Commonwealth: This was indeed a function of the Constituent Assembly. On January 22, 1949, the Constituent Assembly, after much debate, ratified the modified version of the London Declaration, thus agreeing for India to join the Commonwealth of Nations as a republic with the King of England as the symbolic head of the Commonwealth.
Therefore, all three functions listed were performed by the Constituent Assembly of India.
