Context: Recently, the Union Minister of State(I/C) for Power and New & Renewable Energy, laid foundation stone for construction of LILO of Kishenganj-Darbhanga 400kV Transmission Line at Saharsa in Bihar through a virtual event.
Key Points

• The  execution agency for the Rs 100 crore worth project is POWERGRID Ltd., a central PSU under Ministry of Power.
• On completion of the Kishenganj-Darbhanga 400kV Transmission Lineproject, Power scenario of the Saharsa district including Supaul, Khagaria and Begusarai districts shall improve.
• Saharsa is located in extreme Northern Part of Bihar and is a flood prone area due to inflow of water from Nepal.

LILo (Line In Line Out) Substation

• The substation is the part of an electrical supply system which transmits the high voltage from the generating substations to the local distribution networks.
• In this substation, a long distribution line is brought in and brought out from newly created substation.
• This scheme is bit expensive because of the need of an extra layout. But it is more secure.

Central Electricity Authority

• CEA is a statutory organization originally constituted under Section 3(1) of the repealed Electricity (Supply) Act, 1948, since substituted by Section 70 of the Electricity Act, 2003.
• One of its objectives is to formulate National Electricity Plan every five years for optimum utilization of available resources for power generation.
• It works under the Ministry of Power and is located in New Delhi.
