Established by the United Nations Environment Programme (UNEP) and the World Meteorological Organization (WMO) in 1988 and located at WMO headquarters in Geneva.

It has 195 member states.
Membership of the IPCC is open to all members of the WMO and the UNEP.Thus India is member to both UNFCC (NON-ANNEX PARTIES) and IPCC.
