Statement 1 is correct: There is no provision for a joint sitting of the Council and the Assembly. In the case of a disagreement, the decision of the Assembly is deemed final.
Statement 2 is correct : As per Art 197. the Legislative Assembly may, subject to the rules regulating its procedure, pass the Bill again in the same or in any subsequent session with or without such amendments, if any, as have been made, suggested or agreed to by the Legislative Council and then transmit the Bill as so passed to the Legislative Council.
Statement 3 is correct : A Bill pending in the Legislature of a State shall not lapse by reason of the prorogation of the House or Houses . Bill pending in the Legislative Council of a State which has not been passed by the Legislative Assembly shall not lapse on a dissolution of the Assembly. At the time of prorogation the bill or any other business pending in the House do not get affected and can be resumed when the House meets again. Further, Legislative Council is a permanent body and it do not dissolved, so dissolution of Legislative Assembly do not make the bill lapse.
