Art 368 in Part XX of the constitution deals with powers of parliament to amend the constitution and its procedure. As per the Keshvananada Bharti Case, parliament cannot amend those provisions which form the basic structure of the constitution.
According to the Art 368: Amendment can be initiated only by introduction of bill in either houses of parliament not in state legislature. Bill can be introduced by either a minister or a private member. It must be passed by SPECIAL MAJORITY and after passage of bill both the houses, president must give assent to the bill.
