The President appoints the Prime Minister and on his advice the other Ministers of the Council of Ministers. The Council of Ministers is collectively responsible to the House of the People (Art 75). The Council of Ministers comprises Ministers who are members of Cabinet, Ministers of State (independent charge), Ministers of State and Deputy Ministers. Article 75(2) specifically provides that the ministers shall hold office during the pleasure of the President. therefore, each minister is individually responsible to president.
