After Mont-Ford reforms, there was a division within congress as to whether contest elections or not. Gandhiji, while he was strongly opposed to the idea of joining councils and the method of obstructionist politics as it is against the principle of Satyagraha, had to agree to the idea to keep the unity of the party.
Motilal Nehru, C.R. Das, Vitthalbhai Patel, Malviya, Jaykar etc, popularly called as swarajists or pro-changers wanted to contest elections. Hence, they formed Swaraj Party in 1923. But the party suffered set back after the death of C.R. Das in 1925.
