Elections held in 1937 resulted in INC securing absolute majority in 5 provinces i.e. UP, Madras, Central Provinces, Bihar and Orissa. In Bombay and NWFP it emerged as single largest party. (but performed badly in punjab and sindh).

On Sept1, 1939, Britain and France declared war on Germany. Gandhiji being anti nazism and facism wanted to support Britain but JL. Nehru wanted to provide contional support. However, in Oct, 1939, governor general Lord Linlithgow declared India a belligerant country in the war without taking Indian leadership in confidence and hence congress ministries resigned.
