The first statement is correct. In the Indian parliamentary system, the Legislative Council (in states where it exists) can delay the passage of a bill for a maximum of three months in the first instance. If the Legislative Assembly passes the bill again, the Legislative Council can only delay it for one month. After these periods, if the Council fails to pass the bill, it goes to the Governor for assent.
The second statement is incorrect. There is no provision for a joint sitting of the two houses in the state legislature to resolve a deadlock. Joint sittings are only held at the national level between the Lok Sabha and the Rajya Sabha, according to Article 108 of the Constitution of India.
