The powers and status of the State Legislative council are broadly equal to that of the State Legislative assembly, except in some cases.
Statement 1 and 2: Both have equal powers in the consideration of the reports of the constitutional bodies like State Finance Commission, state public service commission and Comptroller and Auditor General of India. The council can discuss the budget but cannot vote on the demands for grants (which is the exclusive privilege of the assembly).
Statement 3: Similar to passing of a law, ordinances also need to be approved by both houses.
Statement 4: Only the assembly participates in the election of the Rajya Sabha MPs based on proportional representation system (single transferrable votes).
Statement 5: The council has no effective say in the ratification of a constitutional amendment bill. Only the assembly ratifies it.
