Such a provision exists for bills that are either in potential conflict with a subject law in concurrent list, or endanger the position of the state high court, or are potentially against the constitution. A review by the President on the recommendation of the Governor ensures that all such laws are consistent and a citizen does not face conflicting laws. For e.g. Karnataka Governor had referred the Prohibition of Child Marriage (Karnataka Amendment) Bill, 2016 for the consideration of former President Pranab Mukherjee on the grounds that some clauses of the Bill are repugnant of the Prohibition of Child Marriage Act, 2006, which is a Central legislation.
