After the first stage of General Discussion on Budget is over, the House is adjourned for a fixed period. During this period
1) The Demands for Grants of various Ministries/Departments are considered by concerned Standing Committees.
2) The Public Accounts Committee prepares a draft report on the provisions in the Budget.
3) The Estimates Committee submits an analytical report on the propriety, efficiency and effectiveness of the budget.

Statement 1: These Committees are required to make their reports to the House within specified period without asking for more time. The Standing Committee consists of 45 Members, 30 from Lok Sabha and 15 from Rajya Sabha. The reports of the Standing Committees are of persuasive nature. The report shall not suggest anything of the nature of cut motions.
Statement 2: These committees basically do a post mortem work once the budget is passed by the Parliament, they aren’t concerned with the earlier stages of the bill. After the reports of the Standing Committees are presented to the House, the House proceeds to the discussion and Voting on Demands for Grants, Ministry-wise. The time for discussion and Voting of Demands for Grants is allocated by the Speaker in consultation with the Leader of the House.
