Statement 1: It can be introduced in both the houses. Since Rajya Sabha is not permitted to make use of adjournment motion, there is a similar tool in Rajya Sabha which is called “Calling Attention”. The notable difference between the two is that while adjournment motion has an element of censure against the government, calling attention has no such element. A member may, with the previous permission of the Speaker, call the attention of a Minister to any matter of urgent public importance and the Minister may make a brief statement or ask for time to make a statement at a later hour or date. It is the Censure motion and no-Confidence motion that can be moved only in Lok Sabha. Like the zero hour, it is also an Indian innovation in the parliamentary procedure. It is mentioned in the Rules of Procedure.
