It is done by STV. The single transferable vote (STV), also called choice voting, is a ranked system: voters rank candidates in order of preference. Every State has a specific quota of seats in the Rajya Sabha. The members are elected by the respective State legislative assemblies. The voters are the MLAs in that State. The count is cyclic, electing or eliminating candidates and transferring votes until all seats are filled.
