If the Prime Minister of India belonged to the Upper House of Parliament
He can make statements only in the Upper House.
He cannot speak on the Budget in the Lower House.
He cannot vote in his coalition’s favour in a no-confidence motion.
He must become a member of the Lower House within six months after being sworn- in as the Prime Minister.
A no-confidence motion is introduced and passed in the Lok Sabha. It is a test of the party in power. Even though PM can attend the meetings of Lok Sabha, it is only the members of Lok Sabha who can vote on such a motion. Therefore, in his first tenure Shri Manmohan Singh could not have voted in case of a no-confidence motion.
