Justification: The State List contains subjects of State and local importance such as police, trade, commerce, agriculture and irrigation. Since many of these can be delegated to local bodies under A243G, local bodies are best kept in the state list. The State Governments alone can make laws relating to the subjects mentioned in the State List. However, this does not stop the Parliament to amend the constitution with the consent of majority of state government with regard to local bodies, as it did in the 73rd and 74th amendment.
