The Parliament can amend the Constitution subjected to the limit of
Altering the division of power between Centre and States
Basic Structure of the Constitution
Text of the Preamble
Directive Principles of State Policy
In the Kesavananda Bharati case1 (1973), the Supreme Court ruled that the constituent power of Parliament under Article 368 does not enable it to alter the ‘basic structure’ of the Constitution.
Options (a), (c) and (d) do not come in the basic structure. For e.g. Centre can reduce the taxation powers of states under let’s say GST, which is possible through the Parliament. Preamble has already been amended once, and DPSP too has been extended.
