Recently, an Indian-American soil scientist Dr Rattan Lal said that, in Punjab, Haryana and Uttar Pradesh soils are degraded and depleted because ‘organic matter' is quite below.

• Based on this, the SHC also indicate fertilizer recommendations and soil amendment required for the farm.
• It is being implemented through the Department of Agriculture of all the State and Union Territories.
