Originally headed by the Viceroy of India, the Viceroy’s executive council was transformed into a council of ministers, with the powers of a prime minister bestowed on the vice-president of the Council, a position held by Jawaharlal Nehru. Defence portfolio was held by Sardar Baldev Singh who was only a member of the council. External Affairs & Commonwealth Relations also was held by Pandit Nehru. Home, Information & Broadcasting portfolio was held by Sardar Vallabhbhai Patel. The executive council functioned more or less as the modern cabinet.
