Context: Recently, the Chief Minister of NCT announced the ‘Mukhya Mantri Ghar Ghar Ration Yojana’. This scheme will facilitate the doorstep delivery of ration to the beneficiaries. 

Key points of the scheme

• It is in line with the state government’s dream to ensure that the poor “get ration with respect”.
• The entire process will take 6-7 months to get implemented and beneficiaries will still be able to choose to collect their ration from the PDS shops
• Under the scheme, aata (flour) will be given instead of wheat and ration packets will be prepared and delivered to beneficiaries’ doorstep. 
• This scheme will be synced with ‘One Nation, One Ration Card’ for inter-state portability of ration cards. 

About Public Distribution Survey

• It is an Indian ration distribution system which aims for Food Security in the country. 
• The Ministry of Consumer Affairs, Food, and Public Distribution are the nodal Ministry for this scheme. 
• It is operated jointly by the Central and the State Governments.
• The Central Government has the responsibility for procurement, storage, transportation and bulk allocation of food grains to the State Governments. Food Corporation of India (FCI) is the nodal agency for this purpose. 
• State Governments have the operational responsibilities which include allocation within the State, identification of eligible families, issue of Ration Cards and supervision of the functioning of Fair Price Shops (FPSs) etc.
• Commodities like wheat, rice, sugar and kerosene etc are provided by the PDS at highly subsidised prices 

About One Nation One Ration Card

• In this system, eligible beneficiaries would be able to avail entitled foodgrains under the National Food Security Act (NFSA) from any Fair Price Shop(FPSs) in the country using the same ration card.
• The eligible beneficiaries will be able to buy subsidised foodgrains, rice at Rs 3 per kg, wheat at Rs 2 per kg, and coarse grains at Rs 1 per kg, from any PDS shop in the country.
• 100 per cent of national portability of these cards has been assured by March 31, 2021.
