if any one is minister then it must be member of either house of govt. thus he may participate in either house but not give vote only in which he is not member.so 1 statement is correct. plz reply
Anyone can be made a minister provided within six months that person has to become a member of either house of parliament. So a minister can participate in the proceeding of the parlaiment without being a member of parliament provided within six months that person becomes a member of either house of parliament.

hi.. what does elector mean here in 2nd statement? to my knowledge an elector is someone whom MLA of state legislative assemblies elect and then send him to upper house ( please do not consider it as an error in question) i am using this section to ask question for the purpose of ease.
