Explanation:

 Separate electorates were allowed to the Muslim for the first time in 1909 under the Morley Minto reforms.  It was well orchestrated provisions to create rift between Hindu and Muslims.  It should be noted that British government was worried about growing amicability between Hindus and Muslims during Swadeshi movement.
