The fundamental duties are defined as the moral obligations of all citizens to help promote a spirit of patriotism and to uphold the unity of India. These duties set in part IV-A of the Constitution, concern individuals and the nation. They are not legally enforceable. They are held by the Supreme Court to be obligatory for all citizens. The Fundamental Duties of citizens were added to the Constitution by the 42nd Amendment in 1976, upon the recommendations of the Swaran Singh Committee that was constituted by the Government of India earlier that year to study the question of amending the Constitution. The recommendations were passed in 1976 and came into effect on 3rd January, 1977. Originally ten in number, the Fundamental Duties were increased to eleven by the 86th Amendment in 2002.
