A choke coil is essentially an indutor coil with large inductance and very low resistance. It offers high inductive-reactance, thus high impedance, to AC voltage and thus limits the current in AC circuit, without increasing the resistance of the circuit.
The purpose of the choke is to provide a very high voltage initially between the filaments. The choke serves the purpose of stabilizing the electric flow of current in the fluorescent tube. Without a choke the current would keep increasing without any limitation until it destroys the fluorescent tube.

To increase the voltage momentarily which means the purpose of the choke is to provide a very high voltage initially between the filaments. Therefore 4th is incorrect.
