The President can proclaim a national emergency only after receiving a written recommendation from the cabinet (not the oral recommendation of the Prime Minister as was the case during 1975 emergency). The President's rule is recommended by the Governor of particular state or declared when the President is convinced that the state cannot be run in a Constitutional manner under Article 356. This requires Parliamentary approval from both the houses by simple majority within 2 months of it coming into force. Financial emergency again needs Parliamentary approval within 2 months else it ceases to be in force.
