2nd option is incorrect.  Every rule made by the central government under this Act shall be laid, as soon as may be after it is made, before each house of the Parliament, while it is in session, for a total period of thirty days which may be comprised in one session or in two or more successive sessions, and if before the expiry of the session immediately following the session or the successive sessions aforesaid, both Houses agree in making any modification in the rule or both Houses agree that the rule should not be made, the rule shall thereafter have effect only ikn such modified form or be of no effect, as the case may be; so, however, thant any such modification or annulment shall be without prejudice to the validity of anything previously done under that rule. 

3rd statement is incorrect.  Article 19(1)(a) of the constitution guarantees the fundamental right to free speech and expression. The prerequisite for enjoying this right is knowledge and information. The absence of authentic information on matter of public interest will only encourage wild rumors and speculation and avoidable allegation against individuals and institutions. Therefore, the Right to Information becomes a constitutional right, being an aspect of the right to free speech and expression which includes the right to receive and collect information. This will also help the citizen perform their fundamental duties as set out in article 51A of the Indian constitution.
