This Act made the GG of Bengal as the GG of India & vested in him all civil and military powers, thus, creating for the first time a Govt of India (GoI) having authority over entire territorial area possessed by the British in India. Lord William Bentinck was the first Governor General of India. It deprived the Governors of Bombay and Madras of their legislative powers. Governor General of India was given the exclusive legislative power for entire British India. And, The Act provided for splitting of Presidency of Bengal (as a first attempt to partition Bengal) into - Presidency of Fort Williams and Presidency of Agra.
