Statement 1 is correct: As per Article 199(3) of the Constitution of India, if any question arises whether a Bill introduced in the Legislature of a State which has a Legislative Council is a Money Bill or not, the decision of the Speaker of the Legislative Assembly of such State thereon shall be final. Statement 2 is correct: The Speaker can allow a secret sitting on the request of the Leader of the House. When the House sits in secret no stranger shall be permitted to be present in the Chamber, Lobby or Galleries. This provision is a part of procedures rather than being a constitutional provision. Statement 3 is correct: As per Article 191(2), a person shall be disqualified for being a member of the Legislative Assembly or Legislative Council of a State if he is so disqualified under the Tenth Schedule to the Constitution.
