Minimum Needs Programme (MNP) and integrated Rural Development Programme (IRDP) were started during fifth plan. The Minimum Needs Programme (MNP) was introduced in the first year of the Fifth Five Year Plan(1974–78), to provide certain basic minimum needs and improve the living standards of people. It aims at "social and economic development of the community, particularly the underprivileged and underserved population". The Integrated Rural Development Programme (IRDP) is a rural development program of the Government of India launched in financial year 1978 and extended throughout India by 1980. It is a self-employment program intended to raise the income-generation capacity of target groups among the poor.
