The 7th Constitutional Amendment Act was enacted to give effect to the recommendations made by the First States Reorganization Commission headed by Fazl Ali. It recommended repealing the older categorization of states into four parts. No separate part was inserted for Union Territories. Part VIII was already there dealing with Part C states, so it was amended to delete Part C states and include UTs, but no new Part was inserted per se. Article 350B which deals with Special Officer for Linguistic Minorities was added by 7th Amendment.
