The Directive Principles of State Policy are enumerated in Part IV of the Constitution from Articles 36 to 51. The framers of the Constitution borrowed this idea from the Irish Constitution of 1937, which had copied it from the Spanish Constitution. Dr. B.R. Ambedkar described these principles as ‘novel features’ of the Indian Constitution. The Directive Principles along with the Fundamental Rights contain the philosophy of the Constitution and is the soul of the Constitution. • Article 32 confers the right to remedies for the enforcement of the fundamental rights of an aggrieved citizen. Dr. Ambedkar called Article 32 the most important article of the Constitution–‘an Article without which this constitution would be a nullity. It is the very soul of the Constitution and the very heart of it’. • With respect to emergency provisions, Dr. B.R. Ambedkar observed in the Constituent Assembly that the Constitution of India can be both unitary as well as federal according to the requirements of time and circumstances. In normal times, it is framed to work as a federal system. But in times of Emergency, it is so designed as to make it work as though it was a unitary system. • Hence option (c) is the correct answer.
