The Company introduced the various land revenue system in India. One was the Ryotwari System besidestheZamindari system and Mahalwari system. Some of the features of the Ryotwari system were:
Ryotwari System was introduced by British on large scale in Madras Presidency. Thomas Munro, thethen governor of Madras played a significant role in popularizing it.
Besides Madras, it was introduced in Bombay, parts of Assam and Coorgh provinces of British India.
In Ryotwari System the ownership rights were handed over to the peasants. British Governmentcollected taxes directly from the peasants. Hence statement 1 is correct.
The object of the ryotwari settlement was to fix a defined tax in money on each field whether itwas a wetland, dry land or garden land and whatever it produced. Thus it meant to tax the landitself instead of the crop. Hence statement 2 is correct.
The first step was to ascertain the approximate extent of the land by the actual measurement of eachcultivated field and each tract of waste. The next and the more difficult step was to assess a fixed sumof money on each field thus measured. This two-fold process was what has been called the ryotwarisurvey
