The Union Council of Ministers with the Prime Minister as its head are the real executive as provided under Article 74 of the Constitution of India. The categories of Council of Minister are: (a) Cabinet Ministers- They are important ministers and constitute the Cabinet. Their part is powerful policy making and decision making. Their number is 15-20. (b) Ministers of State- These are the junior ministers and are not a member of the Cabinet. These ministers either hold an independent charge of a small department or are attached to a Cabinet Minister. (c) Deputy Ministers- Deputy ministers are rare. They aid the Cabinet Ministers or Ministers of State. They do not hold an independent charge.
