The Earth has a bulge of approximately 43 km, which means its diameter measured across the equatorial plane is more than that measured along the polar plane by 43 km. The shape of earth is thus that of an oblate spheroid and this is due to action of various forces like gravity, force due to rotation etc.
Earth's rotation on its own axis leads to action of centrifugal force which acts opposite to the direction of the gravitational force and thus reduces the latter's effect.
