• the Annual Financial Statement (Budget); the report of the Comptroller and Auditor-General (CAG) relating to the accounts of the Government of India; the recommendations made by the Finance Commission; the report of the Union Public Service Commission, explaining the reasons where any advice of the Commission has not been accepted; the report of the Special Officer for Scheduled Castes and Tribes

Note:The Election Commission is regarded as the guardian of elections in the country. In every election, it issues a Model Code of Conduct for political parties and candidates to conduct elections in a free and fair manner. Therefore the report of Election Comission is not lay before the Parliament. Hence option 4th is incorrect.
