Articles 163-164 deals with Council of Ministers (CoM) in states. They are collectively responsible to the Legislative Assembly of the State. This means that they can remain in office only if they enjoy the support of a majority of members of the State Legislative Assembly. It determines the business and timetable of the State Legislature. Most of the important bills are introduced in the State Legislature by the Council of Ministers. But it does not summons and prorogues the session of either or both the House of the State Legislature because it is done by the Governor. Hence option 1st is incorrect.

There should be Governor in place of speaker in the last line as it is the Governor who summons and prorogues the session by virtue of his legislative powers. Please correct me if I am wrong.
