R is true and A is false
About 2/3rd of the radiant solar energy reaches the Earth's surface directly or indirectly in the form of short-wave electromagnetic waves, where it is converted into terrestrial heat by the surface. The earth radiates heat in the form of long waves of infrared radiation. Terrestrial radiation is a process which continues s for 24hours. The atmospheric gases especially carbon dioxide and water vapour are almost transparent to shortwave solar radiation and able to absorb only about 19percent and at the same time, it absorbs about 85 percent of terrestrial longwave infrared radiation. Thus it is clear that the atmosphere gets heated by the terrestrial radiation more than by insolation.
