The Presiding Officer of the Legislative Assembly is Speaker, who:
Is elected by the members of the legislative Assembly from amongst themselves
Is elected by the members of the Legislative Assembly from amongst persons who are not members of Legislative Assembly
Is appointed by the Government of the State on the recommendation of the Chief Minister
Is appointed by the Chief Minister of the State
Article 178: Every Legislative Assembly of a State shall, as soon as may be, choose two members of the Assembly to be respectively Speaker and Deputy Speaker which are elected by the members of the legislative Assembly from amongst themselves thereof and, so often as the office of Speaker or Deputy Speaker becomes vacant, the Assembly shall choose another member to be Speaker or Deputy Speaker, as the case may be. While the powers and functions of Speakers of State Assemblies are almost the same as those of speaker of Lok Sabha. Hence option 1st is correct.
