The Directive Principles were incorporated in the Constitution with a view to:
Ensure a democratic government in the country
Provide a strong central government
Establish welfare state
Raise the living standard of the weaker sections of society
The Directive Principles have great constitutional significance. They have been declared to be fundamental in the governance of the country and it shall be the duty of the State to apply these principles in making laws (Art-37). Though these principles are not enforceable in the courts, yet no government would dare to ignore them. These principles represent the deliberate wisdom of the nation and will act as a constant reminder to the State for its implementation. Inclusion of Directive Principles in the constitution always gives a constitutional recognition of the responsibility of the State to promote the social and economic welfare of the people. Hence option 3rd is correct.
