Parliamentary government’s successful working has been jeopardized because:
The constitution has bestowed ordinance-making power on the President
The President has been issuing large number of ordinances every year
The President has not been making use of his ordinance making powers
The judiciary has prevented the President from making use of ordinance making powers
Under the Constitution, the power to make laws rests with the legislature. However, in cases when Parliament is not in session, and ‘immediate action’ is needed, the President can issue an ordinance. Ordinance making powers of the President under Article 123 of the Constitution grants this power. An ordinance is a law, and could introduce legislative changes. But it sometime has been jeopardized Parliamentary government’s successful working because the President has been issuing large number of ordinances every year. Hence option 2nd is correct.
